(1) Organizations:

A.   The Powers and functions of an Area development authority shall be
1. To undertake the preparation of development plans under the provisions of this Act,for the development area:
2. To undertake the preparation and execution of town planning schemes under the provisions of this Act.
3. To carry out survey in the development area for the preparation of development plans or town planning schemes;
4. To guide, direct and assit the local authority or authorities and other statutory authorities fucntioning in the development area in matters pertaining to the planning, development and use of urban land;
5. To Control the development activities in accordance with the development plan in the development area;

5.1 To levy and collect such scrutiny fees for scrutiny of documents submitted to the appropriate authority for permission for development as may be prescribed by regulations;
6. To execute works in connection with supply of water, disposal of sewerage and provision of other services and amenities;

6.1 To levy and collecct such fees for the execution of works referred to in clause (6) and for provision of other services and amenities as may be prescribed by regulations;
7. To acquire, hold, manage and dispose of property, movable or immovable, as it may deem neccessary;
8. To enter into contracts, agreements or arrangements, with any local authority, person or organization as the urban development authority may conside necessary for performing its functions;
9. To carry any development works in the development area as may be assigned to it by the Stae Government from time to time.
10. To exercise such other powers and perform such other functions as are supplemental, incidental or consequential to any of the foregoing powers and functions or as may be directed by the State Government.
B.   The Area Development Authority may, with the approval of the State Government, delegate (any of its powers and functions) to the local authority or authorities functioning in the development area.
C.   The Area Development Authority shall have its office at such place as the State Government may specity in this behalf.
(2) The powers & duties of the offcers & employee of JADA is given below.

 3.   To assit, guide & opine the Chief Executive Authority in
      taking decision pertatining all technical matters.
3.  Asst. Town
 Planner
 1.   To scrutinize the files submitted by the Planning Assistant as per the
      Act & Rules & forward it to the Town Planner with his remarks
      opinion.
 2.   To assist the preparation of Draft Town Planning Schemes.
 3.   To assist, guide & opinion the Town Planner in taking decision
      pertaining all technical matters.
4.  Executive Engineer  1.   To ececute development works like roads, buildings, water supply,
      drainage etc. in JADA area.
 2.   To submit the files pertaining to works for sanction & payments with
      his opinion, to assist the Chief Executive Authority in taking decision.
5.  Dy. Executive
 Engineer
 1.   To execute development works like roads, buildings, water supply,
      drainage etc. in JADA area.
 2.   To submit the files pertaining to works for sanction & payments with
      his opinion, to assist the Executive Engineer in taking decision.
6.  Accountant  1.   To assist the Chief Executive Authority for the preparation of
      Budget, Final Accounts, Annual financial Report of the Authority.
 2.   To maintain the records of Cashbook of the Authority.
 3.   To prepare the Monthly Accounts, Final Accounts, Budgetary Works,
      Pay bills & Daily Expenses bill, to prepare cashbook & preserving &
      maintaining accounting records.
7.  Planning Asst.  1.   To srutinize each & every application received by him as per GDCR,
      proposal of Development Plan & Act & putting before the Asst.
      Town Planner.
 2.   Assist in data collection for preparation of Draft Town Planning
      Schemes & Development Plan.
8.  Supervisor To supervise works carried out by authority, to record M.B., to scrutinize each & every bill, application with regard to Engi. dept. & put it before the Dy.Exec. Engineer.
9.  Head Clerk To forward the files & documents submitted by Sr. Clerk & Clerk-Cum-Typist with his opinion as per the Act & Code, to the Chief Executive Authority.
10.  Jr. Draftsman  1.   To prepare Site Plans, Zone Certificate, Maps with regards to Govt.
      references.
 2.   To Supervise the Drawing staff in preparation of drawings & maps
      related to draft town Planning shemes & Development Plan.
11.  Civic Surveyors Survey work with regard town planning schemes, survey with regard to plot owned by the Authority and maintain the register of technical branch.
12.  Clerk-Cum-Typist To maintain Inward & Outward Register, records of the office, put up the application & file to Head Clerk.
(3) In technical section the documents, plans etc. submitted by the applicants is being scrutinzed by the Planning Assistant and submitted through Asst. Town Planner and Town Planner to the Chief Executive Authority. Similarly in administration dept. various through Head Clerk to the Chief Executive Authority. Similarly in Engineering unit each project report, estimates, bill pertaining to contractual work, tender etc. is being prepared by the supervisor/asst. engineer & checked by Deputy Exe. Engineer & Executive Engineer and submitted to the Chief Executive Authority with his technical opinion & decision is taken by Chief Executive Authority.
For each & every policy decision the agenda is being prepared & put up before the JADA board & for such policy matters, the implementation of decision taken by the board is carried out by Chief Executive Authority
(4) The norms and time set by the authority for discharge of its functions are as under.
1 How to obtain approval of layout of the final piot or Revenue Survey Number from the Jamnagar Area Development Authority (JADA)

The owner / person must apply for the development permit (Layout Permission) in the prescribed form and submit it along-with the following documents:
  1. Original 7/12, 8/A, No. 6 of proposed land.
  2. Certified copy of Zoning Certificate, Part plan, Sketch Plan and "F" Form.
  3. Original Tippan and Mapani Sheet obtained from DILR.
  4. Internal Facility Bond.
  5. NOC from concerned authority like Air-Force, Railway, GETCO, R&B, District Panchayat and etc.

Fees applied for Residential Purpose is Rs. 3/- per Sqr. Mtr. Minimum 1000/- Rs. of the total land Area.

2 How to obtain approval of Amalgamation and Sub-Plotting of the building unit of Revenue Survey Number from the Jamnagar Area Development Authority (JADA)
The owner / person must apply for the development permit (Amalgamation and Sub-Plotting Permission) in the prescribed form and submit it along with the following documents:
  1. Certified copy of the appoved Layout Plan.
  2. Certified copy of Zoning Certificate, Part plan, Sketch Plan and "F' Form.
  3. Certified copy of Order of Non-agriculture of the land.
  4. Certified copy of Sale Deed of relevant Plot.
  5. Certified copy of Index-2 or Gam Namumna no. 2 of the relevant Plot.

Fee applied for Residential Purpose is Rs. 3/- per Sqr. Mtr. of the total land Minimum Rs. 1000/-
15 days for induvidual dwelling & 30 day for others
3 How to Obtain development permission (building permit) from the Jamnagar Area Development Authority (JADA)
The building company must apply for the development permit (building permission) in the prescribed form and submit it along with the following documents:
  1. Certified copy of the approvd layout.
  2. Certified copy of Order of Non-agriculture of the land.;
  3. Certified copy of Sale Deed of relevant Plot.;
  4. Certified copy of Index-2 or Gamnaumna No. 2 of the relevant Plot.;
  5. Certified copy of approved subdivisions/ layout of final Plot.;
  6. Site plan;
  7. Detailed plan prepared by a rgistered architech/enginerr;
  8. certificate of undertaking in the prescribed Form No. 2 (a-d) by the registered architech/engineer/structural designer/clerk of works/developer/owner.
This is the fee schedule per square meter: a. Scrutiny fees: Rs. 10 for residential buildings, Rs 15 for commercial buildings and industrieal buildings for total area; b.; Service and amenity fees: INR 300 for total built area for all types of buildings.

4 How to Receive inspection from the Jamnagar Area Development Authority (JADA)
During construction and prior to completion, the building owner or person must submit Progress certificates upon completion of each stage (plinth and first floor in our case) in Forms No, 6a-d signed by the architect. structural designer and supervising engineer. One inspection on average would occur in the case of low-rise construction that follows the plans.

5 How to Submit a completion notice to the Jamnagar Area Development Authority. (JADA)
At the end of the construction, the building owner or person must notify the JADA about the completing of construction by submitting a completion report in Form No.7 along with a copy of the plans to initiate the final inspection and occupancy permit process. The report and all information must be submitted and signed by the owner and the concerned structural engineer/architect.

6 How to obtain the occupancy certificate (building use permission) from the Jamnagar Area Development Authority (JADA)
The authority should grant the Building Use Permission (occupancy permit) after a necessary Inspection within 21 days of receipt of the completion report, Scrutinifees as par building Plan Permission

7 How to obtain the registration of Architect. Engineer, Structural Engineer, Clerk of Work, Site Supervisor, Plan Maker.
The person must apply for the registration of Architect, Engineer, Structural Engineer, Clerk of Work Site Supervisor Plan Maker in the prescribed form No.10 and submit along-with the following documents:
  1. Certified copy of School Leaving Certificate.
  2. Certified copy of Degree or diploma Course.
  3. Certified copy of Mark Sheet of last two Semester.
  4. Certified copy of Experience Certificate of registered Engineer.
  5. Two Color passport photographs.
  6. Certified copy of Photo ID Proof.

License Fee
The annual license fee for registration as licensed Architect / Structural Engineer / Surveyor plan Maker and Engineer shall be 1000/- per financial year or part thereof. The fee shall be payable in advance and shall not be refundable.

Provided that no license fee for registration shall be required to be paid by the Architects who are registered with the council of Architects under Architects Act. 1972 (Act No.20 of 1972) provided further that a copy of certificate of registration by the Council of Architecture is submitted by the concerned person to the concerned Authority every calendar year.

Renewal of License
A license shall be valid for the Calendar Year of part thereof and it shall be renewable from year to year on payment or 1000/- per year or thereof a renewal fees.

8 How to Obtain Zoning Certificate, Part Plan of sanctioned and revised development plan, T.P. Scheme Sketch Plan and “Chha” Form.
The person must apply for the Zoning Certificate part plan of sanctioned and revised development plan T.P. Scheme Sketch plan and “Chha” Form in the simple application and submit it along-with the following document:

  1. Certified copy of Site plan

Fees applied for Zoning Certificate is Rs. 60/-and Part plan Rs. 125/- per survey number.

Fees applied for sketch Plan and “Chha” Form for T.P.S. is Rs. 100/- per Final Plot

Fees For blank Print of sanctioned development plan (1 CM = 160 Mtr) Rs.2000/-

Fees for Color print of revised development plan U/s.9 & 13 (1 CM = 160 Mtr) Rs. 2500/-

9 How to obtain opinion with regard to inclusion of Village within the limits of Authority.
The person must apply for opinion with regard to inclusion of Village within limits of Authority in the simple application

10 How to Obtain Renewal of Development Permission.
The person must apply for the Plan Renewal in the simple application and submit it along-with the following document:
  1. Certified copy of Order of Building Plan
  2. Certified copy of Building Plan

Fees applied for Plan Renewal is Rs. 300/- for the period of one year at a time.

There is no agency working under the Authority & the budget is formulated only for interdepartmental works & allocation.
(11) The manner of execution of subsidy programmers:
In JADA now only EWS Housing project is included under the subsidy program and the subsidy is granted by Govt. of Gujarat it is subsequently allocated to each beneficiaries.
